Federal traffic violation and Santa Clara County CCW question

I was visiting a friend at Moffet Field and got pulled over for speeding at 40 in a 25 mph zone.The officer gave me a citation and said that if I pay it in full, it will not be on my record because it is federal land and they don't report this kind of violation to the state.
I have a CCW application pending at SCC so I got nervous moi qatar traffic violation. I called the Central Violations Bureau and the lady on the phone told me that "You don't even need to disclose this violation since it is just a petty offense. We only respond when they ask us."
I would happily pay the ticket since it is only $100 but I am afraid that despite what the CVB lady said, it will still cause problems with my CCW application down the line.
What is the best option for me?
Edit: I don't know why I am getting downvoted. To me there seem to be a few options:
pay the ticket and disclose it (as to do the morally superior thing).
pay the ticket but don't disclose it (based on the officer's statement that it won't show up).
fight the ticket and if successful, treat it as if it never happened.
Any other options?
